Scholarships: I do not qualify for financial aid but i always do my FAFSA as soon as I can, usually the first week of January. I would suggest the same for anybody else who wishes to go through the process because it will most likely be longer for those who do qualify. I would also not wait to do financial aid, going to the financial aid office at the start or end of a semester can be exhausting because everybody else will be in the financial aid office along with you. Don't wait, always get it taken care of as soon as possible.

Scholarships: Make sure you apply ahead of time and have all required paper work.
