Campus Strictness: Campus mostly cares that everyone is safe and happy. They aren't going to show up just to break up fun unless they think someone could be in trouble, at least in my experience. I've only had campus police show up once, and the cops were really nice and even let some guys off for a few violations that would have cost them a ton of money if they'd been written up. Overall I think they care less about strictly enforcing rules and more about making sure you're alright.

Campus Strictness: UVM is a dry campus and they have their own police force that acts independently. If you're at a loud party on campus they will come and bust it sooner or later. However, the officers know that everyone's having fun and they're professional about breaking up the party and sending everyone home. You can not go to class all year and the administration couldn't give a darn. It's a process to make a new organization but it's not hard to do so. You basically need members who want to join and make a proposal if you want money for the club to run. Marijuana use is very open on campus and there are many rooms in dorms which have blankets stuffed in the windows and fans running 24/7. You can roll a joint and go the smoking spot and no one will look twice. It's possible to get other drugs but marijuana is really easy. Parking on campus is very difficult to do unless you have a parking pass in which case there are specific lots to park in. It's heavily enforced. There aren't many demonstrations on campus at all.

The campus-wide implementation of strictness leaves some students aggravated and feeling as though their rights are being violated. Other students, meanwhile, like the added feeling of security with increased police presence and firmness. But regardless of your personal view, common sense will keep you out of trouble and prevent you from having to answer to the law.

It is true that campus police are stricter than they used to be. They are more lenient to alcohol offenses than they are marijuana charges, but if you’re irresponsible or unlucky, you are asking for trouble. As it stands, charges for possession of pot endangers your chances of obtaining or continuing to receive federal student aid, including loans and grants—a line that many people can’t afford to cross.
