I haven't had a car so this is based off friend's reactions
There is enough parking. May not always get the closest parking spot, but will have a spot to park in. Parking permit cost is somewhat high; $100/year. Not an absolute need to have a car on campus. Enough shuttle service with good schedules to get to where you need to go.
Parking here SUCKS!! You rarely know where to park if you are an overnight guest, and even if you find what you think is a correct area, you just might be ticketed. One small 3 level parking deck services 3 residence halls, one being the newest and largest. Not a fun time at all. The campus is small so I am not sure how they will improve this in the near future. No F just because parking is doable.
The cost of a permit is $50 a semester which is reasonable considering that the other UNC schools have more expensive permits. Ticketing is somewhat annoying, if you park in a non-designated student parking spot you will likely be ticketed once, or maybe even a few times. If you have no sticker on your car (are visiting, etc.) and park almost anywhere you are very likely to be ticketed. As far as the availability of parking you have to get to class about 15 minutes early to find convenient parking, otherwise you will have to walk a moderate distance to get to campus (although since Asheville is in the mountains, a few minutes of walking is tiring). As far as need for a car, I would suggest it if you are living off campus but if you are living on campus, everything is so close there is really no need for it. Off-campus students often walk to school because the busing provided is public and often does not run at convenient times for class. Also, it does snow somewhat frequently here in the winter so walking or biking is unpleasant during these months which makes a car a very attractive option.
Parking on campus can be terrible because it can be very difficult to find a spot. The parking spaces are first-come-first-serve, so it does not matter what year you are in college. If you are parked in a space that is handicapped or faculty and you are not supposed to be there then you have a good chance of getting a ticket.
