Without a car, your options are Salad Creations, Giant, and Pancho Villa. So, in short, there is not much within a walking proximity. However, Fredericksburg as a whole has a lot of options from which to choose. Downtown, with its variety of bars and restaurants, is a great place to take someone out to eat, whether that someone is a date, parent, or friend. Everything within walking distance tends to be affordable if you have a 10-dollar bill on you. Downtown, you might need a little more money, but there aren't really any restaurants that are extremely expensive and luxurious in a small town like Fredericksburg.
Students occasionally hang out or do their homework in the cafés downtown, while munching on something sweet or drinking coffee. Other than the cafés, there aren't many casual settings for students to hang out at that don't require a car. Most restaurants are located right downtown, which is a short drive or, more simply, a bus ride away. Fast food options tend to be scattered about Fredericksburg in various places, and then, a car is more mandatory.
