People who really need it get it, other wise its such a cheap school to begin with.
They provide little to no scholarship which are not need-based but merit-based.

I received no financial aid or scholarships from Binghamton despite graduating in the top 5% of my class with extensive extracurricular involvement. Compared to other SUNY schools, Binghamton gives much less aid.
It is a state school, so tuition is already about as cheap as it gets. It is not easy to get additional financial aid unless you are from a very disadvantaged background. Loans are common but scholarships are hard to come by.
